Boulder Public Library District Survey

 

On April 5, 2022 the Boulder County Commissioners and Boulder City Council will hold a joint public hearing on the formation of a Boulder Public Library District.  Subsequent to the hearing, on April 7, 2022 they will announce their decision on the proposal.  This effort is being driven by the Boulder Library Champions (www.boulderlibrarychampions.com).  The proposal is to form a taxing district (that includes Niwot), as has been done 50+ other places in Colorado, to support and grow the public library system locally.

The NCA feels that most people in Niwot are unaware of this proposal and the implications for them.  Once the details of a public library district are set, it will go to a vote of all people within the district boundaries.  Since Boulder City will assuredly be in the district and the number of voters in Boulder City vastly outnumbers all voters in unincorporated Boulder County, any ballot measure will be decided by the city residents.

Therefore, the opinions from Niwot need to be submitted BEFORE the public library district details are finalized.

 

Summary of the proposal

 

An informational session was held at the Left Hand Grange on March 8th and the Boulder County Commissioners held a virtual town hall meeting on March 10th.  Details of how the district *might* be formed were explained, and if the proposal is adopted the specifics will need to be negotiated.  The proposed district hopes to, but cannot guarantee:

  • Create Niwot and Gunbarrel branches
  • Re-open branches, restore many permanent and part-time positions
  • Restore youth, social, and education programs

The current proposal recommends a mill levy increase of $26/year for every $100,000 of assessed residential value.  For example:

Assessed Property Value Additional Annual Tax
$100,000 $26
$500,000 $130
$1,000,000 $260

As with all other mill levy taxes, as the assessed value of your property goes up or down, the tax amount will increase/decrease accordingly into perpetuity.
